Primary contests also are being held in the districts of the two outgoing upstate Republicans: Hudson Valley Rep. Chris Gibson and central New York Rep. Richard Hanna. For the first time in 46 years, Congressman Charles Rangel will not be on the ballot for the Democratic primary. The victor will run against Democrat Kim Myers, who does not have a primary opponent.

Rangel won his congressional seat in 1970 by defeating Adam Clayton Powell Jr. in a Democratic primary.

It will be a historic primary election in the 13th congressional district, which covers Harlem, Upper Manhattan and parts of the Bronx.

Teachout, a Fordham University law professor, is ahead in the polls and has support from deep-pocketed donors like George Soros.

He defeated Will Yandik and became a progressive hero in 2014 by challenging Gov. Gibson's retirement from his eastern NY seat has led to Democratic and Republican primary races.

On the Republican side, former state Assemblyman and gubernatorial candidate John Faso faces first-time candidate Andrew Heaney.

Faso is a former state Assemblyman who lost a race for governor in 2006 against Democrat Eliot Spitzer.

CBS2 reports Suozzi has 36 percent of the vote, Steve Stern has 23 percent, and Jon Kaiman is at 20 percent. Deacon, a former aide to Sen. Kirsten Gillibrand, had lined up support from high profile Democrats, including her former boss.
